2-1-1963 to 12-31-1975: 20 pay periods in eligible bargaining
unit employment in a Plan Year = 1 Year (for less than 20 pay periods,
0.1 year credit for each 2 complete pay periods)
1-1-1976 to 12-31-1987: 1,000 Hours of Service in eligible bargaining
unit employment = 1 Year (if less than 1,000 hours credited in a year,
0.1 year credit for each full 160 Hours of Service, up to a maximum of
1 year of credit).

1-1-1988 and later: 1,000 Hours of Service in eligible bargaining unit
employment = 1 Year (if less than 1,000 hours credited in a year, 0.1
year credit for each full 190 Hours of Service in eligible bargaining
